The latest newsletter was just published, and everyone should have received a copy in their mailbox by now. Among the items in this issue is coverage of the HOA annual dues for 2004, pictures from the Halloween Block Party, and information about elections for the HOA board next spring.
HOA Dues Invoices Mailed

Annual dues for the Association next year will be $170 per home. Invoices will be mailed to all residents during the week of December 22nd, and payment must be received by Saturday, February 28th, 2004. Any dues received after this time will be subject to an 18% APR (retroactive to January 1st) as specified in the Covenants of the Association.Architecture Committee Meeting Minutes

The HOA will be holding a Halloween Kickoff Party on Friday, October 31st in the cul-de-sac on Woodstream Ln. The evening will be Halloween-themed, and both children and adults are invited to wear costumes. We will be holding three best costume contests for ages 0-5, 6-12, and 13-adult, and providing fresh popcorn, apples, and trick-or-treat candy for everybody!Management Company / Contact Information Changes

The HOA terminated it's contract with Excel Association Management Company effective September 9th, 2003. At this time, we will not be using a management company, and will try to pull all of these activities back to volunteers within the neighborhood. We decided to make this change for several reasons:
- Improved Communication. The old management company (Excel) was doing a very poor job of communicating both to homeowners as well as the HOA board. There were several occasions where Excel sent out violation letters to residents that had no clear violation listed, and no suggested remedies. There were other letters sent out that in one paragraph told a homeowner they were in violation, and in the next thanked them for complying.
- Improved Reporting. Excel was not able to provide such items as clear, concise budget reports, or lists of which residents had been sent violation notices and why those notices were sent.
- Improved Follow-up. Excel was unable to provide timely information to either the HOA board or residents, and usually multiple requests were required.
- Lower Costs. Excel charged a significant fee each month compared to the value being received.
Please bear with us during these changes, as there is a lot of behind the scenes work that must be completed! Additionally, we did not receive complete documentation from Excel as to which homeowners have received violation notices, and which have not. Please excuse any duplicate notices, as they are not intentional.

The latest newsletter was just recently published and everyone should have received a copy in their mailbox. If you didn't receive a copy, please send an email to webmaster@maxwellcreek.org, and we'll make sure one is dropped off to you.
As announced in the newsletter, we'll be holding an open-forum meeting this coming Saturday the 13th at the Allen Heritage Center on Main from 4-5pm; there isn't an official agenda, it's just an opportunity for people to get together and ask questions.
Finally, we're ready to move to the new web server, the only thing holding us back are the email accounts; if anyone has experience with Sendmail or Postfix on Linux, please send a message to webmaster@maxwellcreek.org, we could use your assistance.

The long-planned irrigation work has begun along Malone! The plan is for sprinkers to be installed along the entire length of Malone from the corner of Shelley to the Country Day School. Once the sprinklers have been installed, the area will be scalped and weeded, and Bermuda grass will be sprayed in. After all of this work has been completed, there will be a further discussion about planting new landscaping along Malone.Upcoming Web Site Changes

Just a quick update on the status of the new web site: most of the behind-the-scenes work has been completed. So far, about 90% of the content has been migrated to the new server, and message boards are about 80% complete. If all goes well, we would like to be moved to the new server by September 1st, however having said that, some new problem will probably pop up!Neighborhood Garage Sale Results

From all reports, the neighborhood garage sale last weekend was a complete success! Thanks to everyone who participated -- we had over 25 families, and we've heard several reports of homes bringing in several hundred dollars each! Some of the great comments that were heard from shoppers was how wonderful it was to have all the homes concentrated in a smaller area, as well as how many people had seen the advertising placed in the paper by the HOA.Neighborhood Garage Sale

There is currently a lawsuit in progress by homeowners in the Maxwell Creek and Bethany Ridge IV subdivisions concerning odors produced by and exposure to toxic chemicals from the sewage lift stations located at the corner of Summerside and Malone, and in the cul-de-sac on Elm Spring Court.
There will be a neighborhood meeting on Saturday, January 25th to discuss these issues. If you share concerns about the sewage lift stations and would like more information on this lawsuit, we ask you to attend the neighborhood meeting.
